Mystery Picture 091102 - Revisited

The earlier mystery picture sought the "where and when" of a picture of Grandpa and two other people. As discussed in today's mystery picture, I may have gotten the names wrong. As a result, I think the picture is of Grandpa, Ila Terry, and a third, unnamed boy in the background. Here is the highest resolution scan I have of that boy.


Does anyone know who the boy is? While we're at it, can anyone guess what is going on, besides the obvious?
